Mints a short-lived Socure DocV transaction token so the app can launch the identity document camera flow. Call this when the account is in a "Refer" state and identity documents are required to clear the pending IDV gate. Pass the returned docv_transaction_token straight into SocureDocVSDK.launch(...). user_uuid is supplied in the path. Tokens are single use, so each call returns a new one.
