[USERS] Remove user fee overrides

Removes a custom fee configuration for the user. Include the same matching fields (currencies and direction) used by the fee rule you want to remove.

Optional. Payment rail the fee rule is scoped to (e.g. ACH, WIRE). Omit to remove every rail variant matching the other fields; set to the rail's name to remove only that rule.
